  • The Ministry for the Ecological Transition and the Demographic Challenge has approved the procedure for managing the system of guarantees of origin for renewable gases
  • Enagás Gestor Técnico del Sistema (Enagás GTS), the entity designated to launch this new system of guarantees, has until March 2023 to activate the service
  • This procedure will regulate the operation in Spain of the system of guarantees of origin for gas from renewable sources

The Ministry for the Ecological Transition and the Demographic Challenge has published in the Spanish Official State Gazette (order TED/1026/2022 of 28 October) the approval of the procedure for the management of the system of guarantees of origin for renewable gases. This regulation designates, on a transitional basis, Enagás Gestor Técnico del Sistema as the entity responsible for the launching and management of this new system of guarantees.

The approval of this procedure, which will regulate the operation of the system of guarantees of origin in Spain, marks - in accordance with Royal Decree 376/2022 - the start of a six-month period within which Enagás GTS must activate the new service.

The +ES Plan (More Energy Security Plan) considers this project a priority and establishes two milestones for its implementation: the register of users and production facilities must be set up by January 2023 and the issuing of guarantees of origin by March 2023.

System operation

Once operational, Enagás GTS will issue guarantees of origin for gas from renewable sources to the producing companies. These new guarantees will provide information on where, when and how renewable gases, such as green hydrogen and biogas, have been produced.

Guarantees of origin will be issued both for renewable gases that are injected into the Gas System and in isolated pipelines, and for gases of renewable origin that have been produced with off-grid logistics (transported in trucks or tankers) or that have been used for own consumption in the production facilities themselves.

Enagás GTS will organise joint working sessions with the sector to develop the detailed procedures and report on the progress of the project. The company has also made a mailbox available to the sector (GDO_GTS@enagas.es) for queries or doubts.
