Rates and tariffs simulator

Enagás Transporte S.A.U. makes this tool available to its customers to facilitate the calculation of the cost of the services offered. The simulator has been updated for the 2025 gas year and incorporates the tolls laid down in the  Resolution of May 23, 2024, of the National Markets and Competition Commission, setting the tolls for access to transmission networks, local networks and regasification for the 2025 gas year.

The simulator complies with the REMIT requirement (Regulation (EU) No. 715/2009, Annex I, Section 3.4), which requires transmission system operators to publish their tariffs.

The tool is provided for information purposes only and should in no way be construed as binding in relation to the invoicing resulting from the contracting of services. The actual invoicing amount may differ, as certain billing elements have been omitted or simplified for ease of use.

For each service, the user should enter the basic billing parameters for ATR services, such as the contracted capacity, the duration of the contracted product or the volume used. In addition to the invoiced amount, additional relevant information is provided for each service, which will appear after entering the service parameters.

For services not associated with slots, the simulator provides the monthly billing amount. For example, for annual, quarterly and monthly products, the simulator calculates the invoice the customer would receive in a standard 30-day month.

Entry to virtual balancing point (VBP)

The access to the Virtual Balancing Point service includes the right to use the facilities necessary for transporting gas from the point of entry to the transmission network up to the Virtual Balancing Point

Additional notes: 

  • In gas year 2025, interruptible capacity entering the transmission network via VIP Pirineos has an ex-ante discount of 10.9% on the capacity term for the daily product and of 16.1% for the within day product (Section 1.5 of Annex I of the CNMC Resolution of 23 May 2024).
  • Users contracting interruptible capacity products entering the transmission network via international interconnections with France and Portugal (except for daily and within day products entering the transmission network via VIP Pirineos) will be entitled to ex post compensation in the event that an interruption actually occurs (Section 1.5 of Annex I of the CNMC Resolution of 23 May 2024).
  • To simplify, the simulator takes standard periods of 365, 90 and 30 days for annual, quarterly and monthly products, respectively. To calculate the monthly amount to be invoiced for a 30-day month for the capacity terms, years of 365 days or 8,760 hours are considered, not taking into account leap years.

Exit from the VBP

The exit from the Virtual Balancing Point service includes the right to use the facilities necessary for the transfer of gas from the Virtual Balancing Point to an exit point of the transmission network, except for regasification plants.

Additional notes: 

  • Consumption supplied by direct line will be subject to the Excise Duty on Hydrocarbons (IEH), under the conditions established in Law 38/1992. This simulator does not include the amount corresponding to the IEH.
  • Local network access tolls applicable to supplies to consumers who do not have remote metering equipment will consist of a fixed billing term per customer and a variable billing term per volume, as established in Art. 26.3 of Circular 6/2020.
  • For each gas day in which consumption exceeds the sum of contracted capacities at the supply point, the excess will be billed by multiplying the excess capacity by 3 times the capacity term corresponding to a daily product (for both transmission network exit tolls and local network access tolls). This amount will be taken into account for the calculation of the GTS fee and the CNMC fee.
  • To simplify, the simulator takes standard periods of 365, 90 and 30 days for annual, quarterly and monthly products, respectively. Billing for excess capacity

For each gas day in which the maximum flow demanded by a consumer is greater than the sum of the contracted capacities in each of the contracts that the user may have, the excess will be billed by multiplying the excess capacity by 3 times the capacity term corresponding to a daily product, both in the case of transmission network exit tolls and local network access tolls.

The vessel unloading service includes the right to use the facilities necessary for the unloading of LNG from a tanker at a regasification plant.

Additional notes: 

  • The fixed term (FT) depends on the size of the vessel to be unloaded, and is expressed in m3 of LNG.  For the change of units, the conversion factor laid down in the CNMC Resolution of 23 May 2024 for the purpose of establishing guarantees is used: 6,804 kWh/m3.
  • In the event that the actual volume unloaded is greater than the contracted volume, the fixed term (FT) corresponding to the higher of the two values will be applied.
  • Pursuant to the Spanish regulation, if the vessel does not ultimately unload at the plant, both the fixed term (FT) and the variable term (VT) will be invoiced, and the contracted volume will be deemed to be the volume unloaded (Art. 29.8 of CNMC Circular 8/2019).

The LNG terminal to vessel loading service includes the right to use the facilities necessary for the loading of LNG onto a tanker at a regasification plant.

Cooling down

The tanker cooling-down service includes the right to use the facilities necessary for purging the inert gas out of the tanker (gassing up) so that it can receive LNG from liquefaction or regasification plants, following the appropriate safety standards. The volume of cargo associated with the cooling-down service shall not exceed the tanker’s heel level.

Additional notes: 

  • Tanker trucks destined for satellite distribution plants are exempt from the toll for recovery of other regasification costs (ORC), pursuant to Art. 35.3a) of CNMC Circular 6/2020.
  • The contracting of the individual loading service for tanks that supply satellite plants connected to distribution networks will entail the payment of the annual product toll for the contracted capacity (Art. 29.4 CNMC Circular 8/2019).
  • In the case of tanker trucks, unit charges only apply to trucks destined for Single-client end consumers located on national territory (Art. 8.1.b of Royal Decree 1184/2020).
  • During the current regulatory period (2021-2026), natural gas used as fuel and supplied from facilities intended solely for this purpose, as well as liquefied natural gas used as fuel on land or at sea, shall be exempt from the charges referred to in Article 8.1.b. (Transitory Provision Eight of Royal Decree 1184/2020).
  • This simulator does not take into account the unitary charge adjustment factor specified in Additional Provision Five a) of TED Order/1023/2021.
